Apparently it’s pretty common for horses to have their front or hind legs bound together by chains in Romania. The practice is implemented so they can’t run away. A vet names Ovidiu discovered a chained horse and knew he had to free it. After tranquilizing the horse, he’s able to get close enough to the horse to cut it free. Once it’s free, the horses make it clear they understand and appreciate what just took place.
